USAK Organized a Conference on "The Arab Spring and Bahrain" |

Muhammad Abdul Ghaffar, as Former Minister of State for Foreign Affairs of the Kingdom of Bahrain and currently Adviser of HM the King for Diplomatic Affairs cum Chairman Board of Trustees of the Bahrain Centre for Strategic, International and Energy Studies, addressed the issues of Middle East development reforms and security in the Gulf at the USAK conference.
Mr. Ghaffar began his speech expressing Bahrain’s socio-political scene in the region and the reasons for the Arab Spring. First, in order to comprehend properly what has happened the past year in Bahrain, Mr. Ghaffar gave details about the internal and regional background of Bahrain and addressed the economic needs of people such as employment, education, and housing as an underlying reason for the Arab Spring.
Mr. Ghaffar explained that Bahrain has low unemployment rates compared to Arab countries and the process of reform in Bahrain began in the 20th century. Regarding a question as to why this revolt or rally happened in Bahrain, Mr. Ghaffar described the problem in Bahrain as a sectarian mentality in the social and political sphere. As a possible solution for sectarianism, Mr. Ghaffar emphasized the possibility of establishing a state not based on theocracy but modernity. Mr. Ghaffar said “We have political societies, most of them religious societies; we make a mistake to allow political societies based on religion. We want national societies, government and groups consist of both Shias and Sunnis, not sectarianism. This is not only for political reasons mainly but also social reasons.”
According to Mr. Ghaffar, young generations especially have new aspirations and legal demands. Mr. Ghaffar stressed that “rallies and demonstrations are legal and also secured by the constitution, but if you refuse to take permission from competent authorities it becomes illegal.There were some radicals that refused to take permission.”
Mr. Ghaffar concluded his speech with an explanation of the Independent Investigation Commission which was established by the King of Bahrain. According to Mr. Ghaffar, this commission is to prepare a report that includes recommendations. Three significant international law experts were invited in Bahrain for implementing the recommendations. Moreover, parliament has also initiated a program of “National Dialogue,” like “International Dialogue” which was held after the uprising. The Bahraini parliament is also working on implementing the recommendations of National Dialogue, which contain amendments of the constitution to strengthen political participation and the parliament in Bahrain.
